Indeed, a bare highway=service can have two meanings: "not yet 
classified" and "miscellaneous classification" (including parking lot 
entrances and perimeters). However, this mapper is using 
service=driveway2 for the same two purposes, making it tantamount to 
service=yes and redundant to highway=service.

At some point, they started applying service=driveway2 to a variety of 
service roads where some other service=* value does fit. [1] If you 
query Overpass for their usage of this tag, plenty of the results would 
normally have been tagged service=driveway, service=alley, or 
service=parking_aisle by any other mapper. In some parking lots, every 
single aisle is tagged service=driveway2. [2] There's a disconnect 
between what this mapper attempts to document in the main wiki page 
versus actual usage and their talk page explanations. Attempts to get 
clarfication are met with recriminations.

In cases where the well-known values of a key are inadequate to describe 
a feature, the solution is not an "other" value but rather a descriptive 
value that editors and data consumers can more confidently add support 
for. We don't have shop=other and shop=yes is frowned upon; better to 
say what kind of shop it is. Values such as service=access and 
service=parking have been proposed for parking lot entrances and 
perimeters. They may not be ideal values, but lumping these roads in 
with other kinds of service roads in service=driveway2 deprives this 
disgruntled-looking tag of any meaning.
