IMHO not, this is different than amenity=drinking_water. A well is a well, also when it is covered/locked or if there is no bucket on a rope or it is otherwise not used. A well is a hole in the ground down to the aquifer.
amenity=drinking_water is about the availability of water, a well is a structure. A fountain is also mostly a structure. The fontana di Trevi was without water for restoration work, but it was still a fountain (and landmark) in this time.
