[Tile-serving] Fedora RPMs for mod_tile/renderd, tirex

I've started working on Fedora RPMs of mod_tile/renderd and tirex.
Once I'm satisfied with their quality I'll submit them to the Fedora
review process as official packages. If you'd like to try them out
yourself you can find them here:

A few notes:

1) These both depend on an updated mapnik package. The current Fedora
package has a bug that prevents mod_tile/renderd and tirex from
building against it. I've included a newer version of the mapnik
package at the above URL, based upon the work of Tom Hughes with a few
tweaks of my own. You can follow along the progress of the updated
package here:

https://bugzilla.redhat.com/show_bug.cgi?id=912087

2) PostGIS is not currently usable in Fedora 18 because PostgreSQL was
updated to version 9.2 but PostGIS was never recompiled. Updated
PostGIS packages were recently added to updates-testing but there was
a problem with shp2pgsql that has caused the packages to be withdrawn.
The fix is an easy one, I'm just waiting for the maintainer to apply
the fix and build new packages. I've included fixed PostGIS packages
for your convenience at the above URL as well.

3) I've successfully rendered and served tiles with mod_tile and
renderd with a mapnik/postgis backend. I haven't tried the other
backends or any other mapnik input plugin.

4) The tirex package builds and the daemons start up, but I haven't
configured a backend yet and tried to render any tiles.

If you'd like to take a look at the packages and offer some feedback
I'd appreciate it. Hopefully soon it'll be a lot easier to set up a
tile server on Fedora.
