[Tile-serving] [mod_tile] Drop internal copy of iniParser (#5)

The internal copy of iniParser is out of date, and distributions like Fedora and Debian *strongly* discourage such practices.  iniParser is included in Fedora.  I haven't checked Debian but I'd be surprised if it wasn't.
You can merge this Pull Request by running:

  git pull https://github.com/jcollie/mod_tile drop-iniparser
