[Tile-serving] [mod_tile] Drop internal copy of iniParser (#5)

Unfortunately afaik Debian and Ubuntu don't have iniparser packaged, otherwise I would have thrown it out already. I'd prefer not to add another dependency that one has to compile from a separate source.

Perhaps one could add a configure.ac check so that if libiniparser is available on the system it uses the system one and otherwise falls back on the internal one?

Alternatively, is there a different more widely available library with which iniparser could easily be replaced?
