[Tile-serving] [mod_tile] Drop internal copy of iniParser (#5)

There's https://code.google.com/p/inih/ (BSD license). Digging around the Debian bugs found http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=678142  (and several similar) where Debian developers actively kept iniparser out of Debian.  I've not looked at the code to know how hard it would be to replace iniparser with inih though.
