Default is avoid-edges:false. I don't think this patch is correct. That said labeling across tile boundaries consistently is very hard I'm always open to revisiting assumptions and revisiting code to ensure there are not bugs. One thing to keep in mind is that sort order of the featuresets returned can also play a contributing role in whether you might miss a label on one tile and not another. In short if your sorting is not consistently returning labels for each tiles buffered region in the same order no other Mapnik option is going to save you.
