[Tile-serving] [mod_tile] Make sure that renderd is started after postgresql in init script for debian (#60)

Is there a way to make it conditional? I.e. if postgresql is getting started on that server, then make renderd depend on it? Even if you don't use postgresql in your styles, there is still no harm in starting renderd after postgres
