[Tile-serving] [mod_tile] Make sure that renderd is started after postgresql in init script for debian (#60)

According to [LSB spec](http://refspecs.linuxbase.org/LSB_3.1.1/LSB-Core-generic/LSB-Core-generic/initscrcomconv.html), Should-Start is used for this kind of dependencies. I will change the commit to use Should-Start instead of Required-Start.
