[Tile-serving] [osm2pgsql] Make more of osm2pgsql threading aware (#110)

Something in the keyvals code is not threadsafe. I'm getting segfaults that trace to https://github.com/pnorman/osm2pgsql/blob/1ba6614c45d7eb242b110ae70ac24414eeb55551/keyvals.c#L39, but not 100% of the time.
