[Tile-serving] [osm2pgsql] Administrative boundaries not imported with filtered osm data (#34)

In the example you have given, the way "28823678" does not seem to be in the file. Therefore the relation can't form a complete polygon and is put into the planet_osm_line table instead of planet_osm_polygon.
