[Tile-serving] [osm2pgsql] feature request: import features with tags that do not have a column (#32)

Though one problem is then how to add the hint that a way should be interpreted as polygon. 
It seems that this could already be done with lua.style, but for the default style config something like a 'nocolumn' flag would be good.
