[Tile-serving] [osm2pgsql] Investigate clustering on geohash (#87)

Same idea as before for planet_osm_line, just better formatted.

`ORDER BY` is iffy for pinning number on points. For areas (not a true pinning number) it gets absolutely abysmal.
