[Tile-serving] [mod_tile] Compiling with Mapnik 2.3.x (#55)

To track the Mapnik `2.3.x` series, stick to the `2.3.x` branch (https://github.com/mapnik/mapnik/tree/2.3.x) and not Mapnik  `master`. Mapnik `master` is targeting 3.x and is the only branch that requires C++11 support.
