[Tile-serving] [osm2pgsql] way_area is calculated in decimal degrees when using --latlong option (#50)

Wiki fixed. With how areas are in OSM, any rendering query that selects based on way_area is flawed. For example, rivers can be arbitrarily subdivided. Ordering by way_area is okay as within a local region the order will be the same with either units.
