[Tile-serving] [osm2pgsql] Providing OSX binaries/packages (#15)

@apmon - I would love for you to decide on a more official place for binaries to be posted. For example the github "releases" functionality could be used: https://github.com/openstreetmap/osm2pgsql/releases/tag/0.84.0.
