[Tile-serving] [osm2pgsql] fails to detect latest protobuf-c (#129)

There seems to be a problem with the changes mentioned in the last comment of @edmonds (https://github.com/openstreetmap/osm2pgsql/issues/129#issuecomment-46355553).

The Debian osm2psql package carries a patch by @edmonds to implement those changes as reported in [Debian Bug #755553](https://bugs.debian.org/755553).

But unfortunately osm2psql segfaults after printStatus() as reported in [Debian Bug #756983](https://bugs.debian.org/756983).

gdb shows:
