[Tile-serving] [osm2pgsql] process blocked after planet_osm_roads is indexed (#174)

Actually, is there any evidence that it's not working? Please provide the output of ``SELECT * FROM pg_stat_activity;`` as well as check if the system is using io and/or CPU. The stage you're in is probably IO bound.
