[Tile-serving] [osm2pgsql] Doesn't build against Geos 3.4.2 (#167)

Just a note: tried with geos from svn on Windows - it works.

The issue is most likely caused by the fact that postgis uses geos itself. Maybe postgis 9.3 will behave better with new geos?
