[Tile-serving] [osm2pgsql] Providing Windows binaries/packages (#17)

I tested both - debug & release build - successfully. I would like to ask Paul (@pnorman) if he can test it again for a planet Import, so we're absoluted sure that it's working for every case.

Another question about the stack size:
How did you calculate the new size limit? How is it calculated in linux builds or where is the configuration (ulimit-flag)?
