[Tile-serving] [osm2pgsql] Providing Windows binaries/packages (#17)

I just guessed this stack size will be more than enough. Theoretically, some debuggers can show max stack used. It seems that on LInux it is ``ulimit -s`` http://stackoverflow.com/questions/1156783/how-to-increase-the-gcc-executable-stack-size and is 8 Mb by default. 

On Windows it is hardcoded in .exe-file during linking... Maybe /STACK:8192000 will be enough too.
