[Tile-serving] [mod_tile] - changes to the Debian package for compatibility with Apache 2.4 (#80)

Whatever solution is choosen, I'd be glad that the README in the debian/ directory states for what debian variant it is expected to work, and a few comment to where the alternatives are.

I've had a hard time to get my package built for debian wheezy ;-)
