http://switch2osm.org/loading-osm-data/ is a more reliable guide for loading data.

My standard recommendation for the planet is `min(0.75*total_mem, 20GB)`, which would give 18GB for a 24GB machine. I don't have a machine with 24GB to test with, but I can try a VM on my desktop after work.
