[Tile-serving] [osm2pgsql] Providing Windows binaries/packages (#17)

@alex85k First of all: Awesome job! I tried to import some sumps with the November-Build and it always fails. I think it might be related to UTF8 as someone mentioned earlier. Here are some infos:

Command:```osm2pgsql -a -S openstreetmap-carto.style --slim -d osm -U postgres --number-processes 4 -C 20000 D:\osm_data\baden-wuerttemberg-latest.osm.pbf```
