[Tile-serving] [osm2pgsql] Providing OSX binaries/packages (#15)

We've got compliation working on OS X except for #196, and are tagging releases, so I'm going to close this.

We're not providing binaries for *any* OS out of here, and packaging in general takes place elsewhere.
