[Tile-serving] [osm2pgsql] Crash when updating with more than one thread (#229)

[binary_search_add](https://github.com/openstreetmap/osm2pgsql/blob/master/binarysearcharray.cpp#L90) contains the error, and it is called from [node_persistent_cache::load_block](https://github.com/openstreetmap/osm2pgsql/blob/master/node-persistent-cache.cpp#L314-L315).

Unfortunately, it's not the clearest code.
