[Tile-serving] [osm2pgsql] Move lockfree queue boost version checks to configure (#199)

The lockfree queue code path seems to have problems in a number of cases

* OS X
* libstdc++ FreeBSD
* arm64, armel, powerpc, ppc64el, s390x

I wonder about the use of it at all - @kevinkreiser, can you recall if we actually ever established that there was a performance difference between lockfree queue and std::stack implementations?
