[Tile-serving] [osm2pgsql] Move lockfree queue boost version checks to configure (#199)

there was definitely a difference in peformance on machine that supports both (where i tested it). what the relative difference was i can no longer remember. we should check the difference on a dataset that is heavy with pending processing just to get an idea of exactly how much impact there is in that section of the code.

a question i have though is, how much appetite is there for running this on arm, osx, etc? are people clamouring for that?
