[Tile-serving] [osm2pgsql] Move lockfree queue boost version checks to configure (#199)

OS X is in demand. Because it's encountering the same problem, FreeBSD gets included. Fixing #196 would be best, but I couldn't make any headway there.

arm, etc and #231 is a different error. If that was a ./configure flag it'd be okay.
