[Tile-serving] [osm2pgsql] Remove phstore flag from style and replace ist by a generic hstore flag (#164)

[test-output-multi-polygon.cpp](https://github.com/openstreetmap/osm2pgsql/blob/master/tests/test-output-multi-polygon.cpp) is probably one of the cleaner examples, testing new code.

I was thinking if new tests were needed, or if the old tests provided adequate coverage, and new ones are needed for phstore. The old tests with the default.style will test polygon,hstore, but a new test will be needed to maintain coverage of phstore.
