[Tile-serving] [osm2pgsql] Remove phstore flag from style and replace ist by a generic hstore flag (#164)

Frankly I don't care about phstore flag. I just kept it for compatibility reasons and I should have implemented it the way it is in this patch now already back when I added hstore support to osm2pgsql.

So for now, if you really want to test phstore as well as polygon,hstore just replace a few of the polygon,hstore occurances by phstore to get this tested by my test-hstore-match-only code as well.
