[Tile-serving] [osm2pgsql] Remove phstore flag from style and replace ist by a generic hstore flag (#164)

The EWG minutes aren't up (ping @zerebubuth) but a few items from it

* `nomatch` might be a better name than `hstore`.
* It's not clear what the hstore flag does from the default.style documentation and the name of the flag.
* better docs are needed for this flag in default.style

Although there's also a need for an entirely new set of documentation for .style files, that is out of scope.
