[Tile-serving] [osm2pgsql] Can't import latest planet.pbf (#241)

`-u` isn't relevant and may not even do anything with the PBF reader. 

I also note in passing that `z` needs a parameter.

Can you provide the output of `git describe` and does your particular build of osm2pgsql and that particular database work with an older planet PBF?
