[Tile-serving] [osm2pgsql] output switch "null" is without function (#243)

I've just compiled osm2pgsql SVN version 0.87.1 (64bit id space) in Debian 7 x64.

The normal behavior of switch **--output null** is a testing mode, which doesn't write to PostgreSQL, but in this revision it does.
