[Tile-serving] [osm2pgsql] output switch "null" is without function (#243)

That's completely normal behavior. If it was different before it was wrong. The --output parameter selects only the output tables, which are not created at all with the null output. By adding --slim, you choose to write the backstorage into postgres and that is what you see.
