[Tile-serving] [osm2pgsql] Geometric column for relations (#116)

The rels and ways tables are part of the slim tables, for updates, and not intended for rendering. Keeping a way column up to date would be a *major* performance hit, given the stupidly big non-rendered relations that people make.
