[Tile-serving] [mod_tile] iniparser should be removed from mod_tile source tree (#67)

Since iniparser "is a is a free stand-alone ini file parsing library" (according to http://ndevilla.free.fr/iniparser/) it should b removed from mod_tile and mentioned as a dependency instead.
