[Tile-serving] [mod_tile] Drop internal copy of iniParser (#5)

Sorry for opening issue 67 with the same topic, but IMHO iniparser should be removed for at least three reasons:
- it could crash with other packages on the system that depend on iniparser (in my case it's samba-3.6.22)
- no one would seriously think about the idea to include postgres, apache or anything similar here
- linux is not only debian/ubuntu
