[Tile-serving] [osm2pgsql] --flat-nodes fails using 64 bit Windows builds (#119)

The flat file is around 20 GB:

My OS can support 20 GB files, its Windows Server 2008 R2.  

I know flat nodes is a hindrance for small datasets, I was just testing this function for the coming task of loading the whole world.
