[Tile-serving] [osm2pgsql] Remove phstore flag from style and replace ist by a generic hstore flag (#164)

I added a check which will terminate the process if a hstore flag is given inside the style but no hstore option on commandline (second commit) as the output of the process might be unexpected in this case (geometry only lines added to table).
