[Tile-serving] [osm2pgsql] Remove phstore flag from style and replace ist by a generic hstore flag (#164)

:-1: to 6d638b8bf6d75de4f83fc483068445c5702518f2. default.style will now not work without --hstore.

We also want to allow for the fact that there are tags that indicate an area, even if we don't want to make a column for those tags **or** have a hstore column.

When we tackle .style file expansion we should take on #153 at the same time. We also need to worry about backwards compatibility.
