[Tile-serving] [osm2pgsql] Remove phstore flag from style and replace ist by a generic hstore flag (#164)

I don't care about the second patch. I can even re-indroduce phstore for compatibility reasons. This would then be the same as "polygon,hstore" (16 && 1 = 17 anyway).
