[Tile-serving] [mod_tile] - changes to the Debian package for compatibility with Apache 2.4 (#80)

Given that every version of debian and ubuntu need slightly different versions of the packaging scripts, I have stopped maintaining the debian directory directly in the source tree.

Instead I have used a separate repository to have copies of that debian build directory for each different (ubuntu) version at https://github.com/apmon/OSM-rendering-stack-deplou/tree/master/launchpad.

However, that also serves as a dual purpose as a version control for the PPA packages I provide on launchpad.

Not sure what the best way to maintain this is, but I have come to the conclusion including it in the upstream repository is probably not the solution
