[Tile-serving] [mod_tile] - changes to the Debian package for compatibility with Apache 2.4 (#80)

Both 1) and 2) make sense to me and I would be fine.

I'll take the pull request to get it in line with 1) and then we can see if we want to do 1) or 2)

Does anyone else have comments on the topic?
