Also note that if you were to switch technologies and use osmosis with its pgsnapshot or pgsimple database schemas, that would give you the chance to have a procedure executed inside the update transaction where you have access to all updated objects. Search for "action table" in http://wiki.openstreetmap.org/wiki/Osmosis/Detailed_Usage_0.41 for more info.
