[Tile-serving] osm2pgsql patch

Hello,

for some unknown reason I once added a phstore flag which does not seem to
make a lot of sence.

What does however make sence is a generic hstore option, which prevents a
column from getting created but still allows for using the
--hstore-match-only option.

Please apply the attached patch to allow for creation of a hstore-only
database, where --hstore-match-only still works.
