[Tile-serving] [osm2pgsql] Upgrading from 0.81 to 0.84 (#123)

@apmon, do we have 0.84 packaged in the PPA?

It looks like osm2pgsql is depending on postgres 9.1 server, which is a packaging error. osm2pgsql doesn't require a postgresql server at all running on the same machine
