[Tile-serving] [osm2pgsql] Upgrading from 0.81 to 0.84 (#123)

0.84 is in here, https://launchpad.net/~kakrueger/+archive/openstreetmap, but it installs 0.81.
i tried building from source, and it worked, and installed 0.85. but of course installing via apt-get would be easier.
