[Tile-serving] [osm2pgsql] Clustering strategies (#208)

Do you have anything showing `ST_Expand(way,0)` is better than `ST_Envelope(way)`? Both return the same geometry, so the indexes will be the same. I'd expect ST_Envelope to be faster, but this is without testing the two.
