[Tile-serving] [osm2pgsql] Clustering strategies (#208)

1GB of maintenance_work_mem brought the CLUSTER down by 10ksec or so, which is faster, but not enough to matter. I'll do a PR to switch from the current `ORDER BY way` logic to ST_GeoHash
